Is there a substitute for the oat flour or would it be unsafe to use anything else? I would like to give my dog a tasty, safe treat and think this is a wonderful idea!

Are these supposed to be hard or soft? I had to add no sugar applesauce in lieu of water, with just a tiny dash of cinnamon on top. Just don’t know about the soft spot on some of the cookies?? Do I need to put those back in oven?
